The Lisbon Strategy

The Robert Schuman Foundation has just published its 41st note, on the subject of the "Lisbon Strategy". In the study, Yves Bertoncini and Vanessa Wisnia-Well, both project managers at the Centre d'analyse stratégique, describe the political plan that underpins the Lisbon Strategy, guiding the actions of the European Union and its Member States. The authors reserve the last section for the results produced by the Strategy, which seem both encouraging and contrasted.
On September 27th, the Robert Schuman Foundation, in partnership with the Centre d'analyse stratégique, presented its new note, entitled "The Lisbon Strategy: the European Route to Globalisation". Pascale Joannin, managing director of the Robert Schuman Foundation and Philippe Mills, deputy managing director of the Centre d'analyse stratégique, were in attendance as the two authors of the note, Yves Bertoncini and Vanessa Wisnia-Weill, discussed the issues surrounding the Lisbon Strategy and its results.
According to the authors, this Strategy has produced results that are both encouraging and contrasted. An assessment of all the EU Member States reveals that several of them have already succeeded in producing significant results in terms of the objectives set by the Lisbon Strategy; whilst others including France have produced significant yet mitigated results.
The authors conclude that the Strategy comprises a challenge for Europe and for France as a new presidential and parliamentary cycle is beginning. The latter will create favourable conditions for the launch of economic and social reforms as France takes over the presidency of the EU in the second half of 2008.
